Establishes the "Mississippi Kratom Consumer Protection Act" to regulate kratom products, defined as food products containing leaf extracts from the mitragyna speciosa plant in forms such as powders, capsules, pills, or beverages

Prohibits processors from selling kratom products that are adulterated with dangerous substances, contaminated with poisonous ingredients, or contain synthetic alkaloids

Limits 7-hydroxymitragynine content to no more than 2% of the overall alkaloid composition in kratom products

Restricts sale of kratom products to individuals 21 years of age or older

Imposes administrative fines of $500 for first violation, $1,500 for second violation, and $5,000 for subsequent violations, with a good faith defense available for retailers who relied on manufacturer representations
