Adds a new gross vehicle weight category of 80,001 to 84,000 pounds for property carriers with annual privilege tax rates of $1,776.00 for common and contract carriers, $1,776.00 for private commercial carriers, and $1,152.00 for private carriers.

Restricts the 80,001 to 84,000 pound license tag ("HP" tag) exclusively to transport of products covered by harvest permits as defined in Section 27-19-81(4).

Increases the additional privilege tax on vehicles exceeding 10,000 pounds from $1,350.00 to $1,875.00 for the maximum weight of 84,000 pounds, with age and weight-based reductions.

Requires applicants for the new weight category license tag to sign an affidavit and present proof of a valid harvest permit at time of purchase.

Takes effect July 1, 2021.
