Authorizes certified municipal and county law enforcement officers to use official vehicles (in addition to uniforms and firearms) while performing private security services during off-duty hours, with approval from the governing authority or sheriff on an employee-by-employee basis

Requires the person or entity hiring the off-duty officer to hold harmless and fully indemnify the employing jurisdiction for any expenses, losses, attorney's fees, and vehicle damage arising from the officer's private security work

Mandates that the hiring entity name the employing jurisdiction as a named insured on general liability and automobile liability policies for at least the amount specified in Section 11-46-15

Prohibits approval of official vehicle use if the hiring entity or its insurer refuses to endorse, indemnify, and hold harmless the employing jurisdiction

Shields the state and its subdivisions from liability for claims arising from an officer's private security duties, including travel to and from such employment in the official vehicle
