Prohibits any political subdivision in Mississippi from adopting ordinances, resolutions, regulations, codes, or policies that ban energy services based on fuel type or source

Prevents local governments from blocking the expansion, connection, or reconnection of utility services to customers based on the type of energy delivered (such as natural gas vs. electricity)

Effectively preempts local "natural gas ban" ordinances that some cities have enacted to require all-electric buildings

Takes effect immediately upon passage
