Prohibits state agencies from adopting rules, regulations, or policies that restrict possession, carrying, transportation, sale, transfer or ownership of firearms or ammunition.

Prohibits cities and counties from using notices or bans to restrict licensed concealed firearm holders from entering certain locations, with limited exceptions for specific high-security areas and establishments.

Authorizes the Attorney General to investigate violations and prosecute them as official corruption crimes under state law if violations are not cured within 30 days of notice.

Creates civil liability for state officials and elected county/municipal officials found in violation, up to $1,000 plus attorney's fees, with public funds prohibited from defending violators.

Allows investigative and regulatory employees of the Secretary of State to carry weapons while performing their official duties.
