Changes mandatory permit revocation to discretionary for alcoholic beverage permittees who violate sales prohibitions, allowing the commission to decide whether to revoke rather than requiring immediate revocation

Updates terminology throughout the statute to replace "commission" with "department" (Department of Revenue) and clarifies that prohibitions apply to permittees and their employees or agents

Maintains existing prohibitions on selling alcohol to visibly intoxicated persons, habitual drinkers, or habitual narcotics users

Retains restrictions on package retailers limiting sales to between 10:00 a.m. and 10:00 p.m., with no sales on Sundays or Christmas Day

Preserves criminal penalties of up to $500 fine and/or up to 6 months imprisonment for violations, effective July 1, 2021
