Establishes the "Forming Open and Robust University Minds (FORUM) Act" to protect freedom of speech and expressive activity on Mississippi state institution of higher learning campuses.

Designates outdoor campus areas as public forums where spontaneous assembly and expression are permitted, prohibits creation of restricted "free speech zones," and allows only reasonable, content-neutral time, place, and manner restrictions.

Prohibits state institutions from denying religious, political, or ideological student organizations benefits, privileges, or recognition available to other student organizations based on their expression or requiring members to affirm organizational beliefs or standards.

Requires state institutions to publish free speech policies in handbooks and websites, develop training for administrators and staff, and submit annual reports to the Governor and Legislature detailing barriers to free expression and any disciplinary actions taken.

Allows students and organizations harmed by violations to sue for injunctive relief, monetary damages of at least $5,000, attorneys' fees, and court costs, with a one-year statute of limitations for bringing claims.
