Adds employees of the State Veterans Affairs Board who work at state veterans homes to the definition of "nonstate service" under the state personnel system, excluding administrative employees.

Modifies contract approval requirements by replacing references to the "State Personal Service Contract Review Board" with the "Public Procurement Review Board" and updates the relevant statutory citation from Section 25-9-120(3) to Section 27-104-7.

Reduces the contract dollar threshold requiring Auditor of Public Accounts review from $100,000 to $75,000 for personal and professional services contracts.

Requires the Auditor to verify that Public Procurement Review Board approval occurred before paying warrants for qualifying contractual services.
