Provides a $1,500 across-the-board annual compensation increase for all state service employees earning less than $30,000 annually, effective July 1, 2021.

Directs the State Personnel Board to adjust the Colonel Guy Groff State Variable Compensation Plan to implement the salary increase.

Limits the increase so no employee's salary exceeds their agency's executive head compensation; excess amounts are capped at the executive head's salary level.

Requires the State Personnel Board to increase job classification end steps if necessary to allow employees at the top of their pay grade to receive the full $1,500 increase.

Directs the Legislature to appropriate funds necessary to cover the cost of all salary increases authorized by this act.
