Contractors bidding on public works projects funded with disaster relief or environmental settlement funds ($5,000 or more) must submit a signed agreement acknowledging awareness of statutory hiring policies along with their bid and employment plan.

Contractors must submit an employment plan within seven days of contract award including job types, skill levels, wages, vacant positions, recruitment methods for low-wage and unemployed individuals, and proof of Mississippi Department of Employment Security registration.

For ten business days after contract award, contractors can only hire Mississippi residents verified by the Department of Employment Security or qualified individuals submitted by that department, or the contract award may be vacated.

Amends Section 37-153-7 to require the Mississippi State Workforce Investment Board to assist the Mississippi Department of Employment Security in performing duties related to public works hiring policies.

Effective July 1, 2021.
