Adds dentists to the list of healthcare providers (alongside physicians, physician assistants, and certified nurse practitioners) who receive immunity from civil liability when providing charitable medical services to patients unable to pay

Requires a written waiver signed by both the dentist and patient before non-emergency charitable services are rendered, specifying that services are provided without expectation of payment

Extends immunity to dentists who voluntarily provide medical services during emergency management, emergency operations, or disaster response without compensation

Immunity does not apply to acts of willful or gross negligence under any provision of the statute
