Authorizes issuance of state general obligation bonds not exceeding $825,000 to assist Scenic Rivers Development Alliance with costs related to land acquisition and infrastructure improvements.

Funds bonds proceeds to acquire approximately 150 acres from the U.S. Department of Agriculture in Franklin County, Mississippi, and related road and infrastructure improvements.

Provides funding for site grading, utilities infrastructure, technology upgrades, and repairs/renovations at Ethel Vance Park (Amite County), Bogue Chitto Water Park, and Quail Hollow Golf Course (Pike County).

Creates a special "2021 Scenic Rivers Development Alliance and Land Acquisition Improvements Fund" within the State Treasury to receive and disburse bond proceeds; unexpended amounts do not lapse and interest earnings remain in the fund.

Bonds mature within 25 years, must be issued by July 1, 2025, and are backed by full faith and credit of the State of Mississippi; bond income is exempt from state taxation.
