Designates the Department of Finance and Administration (DFA) as the central leasing agent for all state agencies seeking office space, with authority to approve, negotiate, and maintain records of all lease agreements

Mandates that state agencies submit written space requests to DFA at least 180 days before space is needed, including details on moving expenses, positions, and special requirements

Establishes a Request for Proposal (RFP) process for leasing privately owned space within Jackson when state-owned space is unavailable, with leases awarded to the lowest and best proposal

Exempts the military department, universities, and community colleges from these requirements; provisions take effect January 1, 2022
