Creates the Mississippi Department of Labor with five offices: Employment Security, Job Development and Training, Industry Service and Industry Start-up Training, Employee Relations and Job Discrimination, and Disabled Employee Assistance

Abolishes the Mississippi Department of Employment Security and transfers all its duties, powers, equipment, supplies, records, and funds to the new Office of Employment Security within the Department of Labor, effective July 1, 2021

Establishes the Commissioner of Labor as an elected position with a $90,000 annual salary, with the Governor appointing an interim commissioner from July 1, 2021, until the first election in 2023

Authorizes the department to administer federal job training programs including the Workforce Investment Act, Wagner-Peyser Act employment programs, and JOBS/Basic Skills Training Program for welfare recipients

Creates the Office of Employee Relations and Job Discrimination to promote voluntary arbitration and mediation of employer-employee disputes, and establishes the Office of Disabled Employee Assistance as an information clearinghouse for Americans with Disabilities Act compliance
