Authorizes the State Veterans Affairs Board to expend any revenue generated by State Veterans Homes to support operations of those facilities.

Allows the board to enter into loan or scholarship agreements with employees or students for educational assistance in exchange for work commitments of one to three years, with funding coming from non-General Fund sources including Mississippi Department of Health, U.S. Department of Health and Human Services, and U.S. Department of Veterans Affairs.

Grants the board authority to sell or dispose of chattel property used in operating State Veterans Homes when surplus or unneeded, with proceeds used to defray operational costs and an annual report submitted to the Legislature on all sales and dispositions.

Exempts State Veterans Homes from Section 29-9-9 property disposal requirements when the State Veterans Affairs Board has contracted for property management services at the facilities.
