Amends Mississippi Code sections governing compensation for state legislators and executive officials to delay salary increases and decreases until the next legislative term following passage of the legislation.

Prohibits salary changes from taking effect during the current term of office for representatives, senators, and the Lieutenant Governor.

Applies the delayed-effectiveness requirement to the Speaker of the House of Representatives, President Pro Tempore of the Senate, and Speaker Pro Tempore of the House of Representatives.

Any increase or decrease in compensation authorized by law becomes effective on the first day of the next legislative term immediately following the term in which the legislation is passed.
