Creates Section 41-57-33 of Mississippi Code to allow the State Registrar to issue a Certificate of Foreign Birth without judicial proceedings for children adopted from foreign countries who hold a Certificate of Citizenship under the federal Child Citizenship Act.

Exempts eligible children from existing judicial proceeding requirements in Sections 93-17-301 through 93-17-307 for obtaining birth certificates following foreign adoptions.

Requires submission of six documents to the State Registrar: Certificate of Citizenship, certified foreign birth certificate with English translation, certified adoption documents from the U.S. Embassy with English translation, child's Social Security card, valid government-issued photo identification of parent(s), and proof of Mississippi residency.

Directs the State Registrar to develop necessary forms for adoptive parents to request a Certificate of Foreign Birth.

Takes effect July 1, 2021.
