Creates the "Land Bank Act" authorizing counties and municipalities to establish land bank authorities to acquire, manage, and dispose of vacant, abandoned, or tax-struck property to promote economic development and revitalization.

Land bank authorities may acquire property by gift, devise, transfer, purchase, or foreclosure; hold property with or without clear title; and dispose of property to public or private entities without eminent domain power or ability to levy taxes.

Establishes expedited confirm and quiet title procedure allowing authorities to record notice of pending action, conduct title searches, provide notice to property interest owners via certified mail and publication, and obtain court judgment vesting absolute fee simple title within 90 days.

Prohibits authorities from assisting casino development, exercising eminent domain, or levying taxes; exempts authority property and bonds from taxation; and allows authorities to borrow money and issue bonds maturing in up to 30 years.

Authorizes counties and municipalities to create county, municipal, or joint authorities through ordinance or intergovernmental agreement; allows property transfers to authorities; and permits authorities to enter agreements with state agencies and county officials for property management and tax collection.
