Establishes an Office of Educator Misconduct Evaluations within the State Department of Education to assist the Commission on Teacher and Administrator Education, Certification and Licensure in conducting hearings and enforcing disciplinary provisions

Adds breach of contract or abandonment of employment as a mandatory ground for immediate license suspension (one school year) under Section 37-9-57

Allows permanent revocation of educator licenses based on severity of offense, rather than limiting suspensions to specified time periods

Adds license revocation or suspension as consequences for applicants whose credentials were revoked, suspended or surrendered in another state, effective immediately until prior state records are cleared

Specifies that licensed employees dismissed by local school boards or who resign due to violations of professional code of ethics standards may have their licenses suspended or revoked for a duration determined by the commission based on offense severity
