Creates Section 37-153-8 to require the Mississippi State Workforce Investment Board to recommend a performance and accountability system for evaluating career and technical education effectiveness in public schools.

Accountability system must include metrics for work-based learning opportunities, nontechnical competencies, credential attainment, funding level comparisons between career/technical education and college-prep students, and school district academic growth rates.

Requires the State Workforce Investment Board to establish long-range, short-term, and medium-term goals with target dates for each metric to benchmark progress toward desired outcomes.

Mandates the Office of Workforce Development annually compile relevant data from state agencies and create an independent review panel to evaluate the State Superintendent of Public Education's performance in achieving established goals.

Independent review panel must submit written reports to the Legislature, Governor, Office of Workforce Development, and State Board of Education by December 1 each year, with the first report due by December 1, 2021; the entire section repeals on July 1, 2023.
