Changes the deadline for the Mississippi Charter School Authorizer Board to publish its annual statutory and regulatory pamphlet from July 1 to October 1, and extends the legislative report deadline from October 1 to December 1

Modifies underserved student composition requirements so charter schools must reflect at least 80% of the underserved student composition by corresponding grade level in the local school district, rather than total district-wide enrollment

Increases the percentage of charter school teachers who may be exempt from state licensure requirements from 25% to 50%, and removes the requirement that unlicensed teachers obtain alternative licensure within three years

Eliminates the requirement that charter school teachers hold a bachelor's degree, though administrators must still have one

Provides that charter schools in their initial year of operation shall receive one gifted teacher unit and one special education teacher unit, and reduces PEER's evaluative reporting requirement from annually to even-numbered years only
