Creates the "Land Bank Act" allowing counties and municipalities to establish land bank authorities to acquire, assemble, and dispose of vacant, abandoned, or tax-struck property to promote economic development.

Authorizes authorities to acquire property through gift, devise, transfer, purchase, or foreclosure (except by eminent domain) and dispose of property with expedited title confirmation procedures.

Establishes expedited confirm and quiet title actions allowing authorities to vest fee simple title in themselves through chancery court proceedings with recorded notice, property posting, certified mail notice, and publication requirements.

Grants authorities power to borrow money, issue bonds and notes (maturing in up to 30 years), enter intergovernmental agreements, and exempts authority property and operations from taxation.

Prohibits authorities from assisting casino development, levying taxes, or exercising eminent domain; requires ethics codes and conflict-of-interest disclosures for board members.
