Increases the legal age to purchase tobacco products and alternative nicotine products from 18 to 21 years old, effective July 1, 2021.

Requires government-issued photographic identification to verify age before selling tobacco or alternative nicotine products; allows third-party age verification for internet and remote sales.

Expands the definition of "alternative nicotine product" to explicitly include aerosolizing and vaporizing methods of nicotine delivery.

Mandates the Attorney General create a directory of vapor product manufacturers by September 15, 2021, and prohibits manufacturing, distributing, or selling vapor products not listed in the directory; manufacturers must submit attestations that their products were on the U.S. market as of August 8, 2016, or received FDA marketing authorization.

Updates penalties for violations, including increased fines for sales to minors (up to $1,000 for third offenses of alternative nicotine products) and requires point-of-sale warning signs stating the minimum age is 21.
