Authorizes issuance of state general obligation bonds not to exceed $5,120,000 to fund repairs, renovations, and capital improvements at Mississippi state parks, with no bonds issued after July 1, 2025.

Creates the "2021 State Parks Repair, Renovation and Capital Improvements Fund" as a special fund in the State Treasury separate from the General Fund, with unexpended amounts and investment earnings retained in the fund.

Allocates up to $350,000 for water well system improvements at Clarkco, Leroy Percy, George P. Cossar, and Tombigbee state parks as required by the Mississippi Department of Health.

Allocates up to $1,100,000 for wastewater treatment system repairs and improvements at Clarkco, Lake Lincoln, Tombigbee, and Wall Doxey state parks as required by the Mississippi Department of Environmental Quality.

Bonds are general obligations of the State of Mississippi backed by full faith and credit, with a maturity not to exceed 25 years, exempt from state taxation, and eligible for investment by trustees, banks, and insurance companies.
