Expands the Comprehensive School Health Education Program from four to six components by adding drug and alcohol education and conflict resolution to the existing health education, health services, physical education/fitness, and healthful school environment components.

Changes local school board authority from discretionary to mandatory, requiring each school board to adopt and implement plans for the Comprehensive School Health Education Program into their local school curriculum.

Requires public school nurses to provide instruction in all components of the Comprehensive School Health Education Program as part of their responsibilities.

Directs the Office of Healthy Schools to submit recommendations to the State Board of Education for adoption of rules and regulations related to the program, rather than adopting rules directly.

Effective date is July 1, 2021.
