Prohibits elected and appointed state officers from visually or audibly participating in public advertisements funded in whole or part by legislative appropriations.

Covers all forms of advertising including television, radio, internet, film, newspaper, periodical, direct mail, and outdoor advertising.

Applies to any still or motion visual images of the officer and any advertising medium that allows the officer's voice to be heard.

Allows officers to participate in developing, planning, and implementing advertisements as long as their image or voice does not appear in the final public version.

Takes effect July 1, 2021.
