Removes the Mississippi Public Service Commission from the requirement to be funded by appropriations from the state General Fund, allowing it to be funded instead through fees and charges collected from regulated utilities.

Establishes the "Public Service Commission Regulation Fund" as the sole funding source for the commission, with all user charges and fees deposited directly into this special fund rather than the General Fund.

Modifies Section 77-3-87 to redirect utility tax revenues collected for Public Service Commission and Public Utilities Staff regulation to their respective regulation funds instead of the General Fund.

Deletes provisions across multiple sections (77-1-6, 77-1-15, 77-1-29, 77-1-53, 77-3-8, 77-3-87, 77-3-89, 77-3-503, 77-3-507, 77-3-509, 77-7-127, 77-7-333, 77-7-337, 77-7-339, 77-9-489, and 77-11-201) that required General Fund appropriations for PSC expenses.

Extends the repeal date of Section 77-3-721 (telephone solicitation act user fees) from July 1, 2021 to July 1, 2024, maintaining the special fund for those collected fees.
