Adds three consumer members to the Mississippi State Board of Medical Licensure, expanding the board from nine physicians to twelve total members (nine physicians and three consumers)

Consumer members must not have ever been licensed in any health care field and cannot be employed by the University of Mississippi Medical Center or any medical associations

Requires one consumer member from each of Mississippi's three Supreme Court districts, with initial terms staggered to expire in 2022, 2024, and 2026, and subsequent terms lasting six years

Increases the quorum requirement from five to seven members, with at least five being physician members required for a valid quorum

Expands the executive committee from three to four members, including three physicians and one consumer, with the board president serving as chairman
