Requires the Commissioner of Corrections to designate one of the four deputy commissioners as an Executive Deputy Commissioner who will serve as acting commissioner in the commissioner's absence and may supervise other deputy commissioners

Creates the Executive Deputy Commissioner position within the Department of Corrections, with salary not to exceed that of the Commissioner of Corrections

Allows State Parole Board members to receive compensation or per diem in addition to their salaries, removing the previous prohibition on such additional payments

Expands eligibility for certificates of rehabilitation to include persons convicted of felonies under federal law, laws of other states, or in state military court, allowing them to apply in their county of residence in Mississippi

Requires persons convicted of felonies in other jurisdictions seeking rehabilitation certificates to attach certified copies of their judgment and completion of sentence to their petition
