House Bill 93 - Smart State Act

• Creates the "Smart State Act" establishing two grant programs funded by state general obligation bonds to improve technology infrastructure in municipalities and healthcare entities.

• Authorizes the Mississippi Development Authority to administer a municipalities grant program with $50,000,000 in bonds, providing grants up to $3,000,000 or 75% of project costs for technology improvements in law enforcement, public safety, traffic control, transportation systems, and infrastructure.

• Authorizes the State Department of Health to administer a healthcare grant program with $30,000,000 in bonds, providing grants up to $3,000,000 or 75% of project costs for technology improvements to healthcare availability at hospitals, community health clinics, and federally qualified health centers.

• Establishes the "Municipalities Technology Improvements Fund" and "Mississippi Health Care Technology Improvements Fund" in the State Treasury to receive bond proceeds and carry forward unexpended balances with earned interest.

• Bonds authorized under both programs mature within 25 years, are exempt from state taxation, backed by full faith and credit of the state, and cannot be issued after July 1, 2025.
