Authorizes municipally-owned utilities and certain other entities to adopt rules and procedures allowing accounting system accommodation of uncollectible customer indebtedness for utility services.

Permits utilities to compromise debts owed by low-income customers (those earning 200% or less of Federal Poverty Guidelines) through installment payment agreements, with remaining balances moved to uncollectible accounts upon plan completion.

Allows utilities to compromise debts only in cases of utility error, unforeseen circumstances preventing service receipt, or low-income customer uncollectible accounts; does not result in debt forgiveness.

Authorizes utilities to establish assistance programs for low-income customers funded through utility revenues and to provide reduced rates for low-income senior customers or other low-income customers uniformly across service areas.

Clarifies that utilities may consider multiple factors when classifying customers and setting rate structures, including cost of service, location, maintenance costs, service character, and nonprofit status.
