Authorizes issuance of state general obligation bonds not to exceed $4,500,000 to assist Marshall County, Mississippi with construction, furnishing, and equipping of a full-time emergency response center serving the Chickasaw Trail Industrial Park area.

Creates a special fund designated "2021 Marshall County Emergency Response Center Fund" within the State Treasury to receive bond proceeds and disburse funds for the emergency response center project, including ambulance service, fire station, and sheriff's department substation.

Bonds may not be issued after July 1, 2025, and shall mature within 25 years from the date of issue, with interest rates not to exceed limits set in Mississippi Code Section 75-17-101.

Pledges the full faith and credit of the State of Mississippi to guarantee payment of principal and interest on bonds, with any deficiency to be paid from the State Treasury.

Exempts bonds and their income from all taxation in Mississippi and authorizes the State Bond Commission to determine bond terms, conduct public sales, and manage the issuance and sale process.
