Secretary of State may join a nongovernmental entity composed solely of state election officials to share and exchange voter registration information, with Secretary of State or designee serving as full voting member on the entity's board within 12 months.

Secretary of State may share confidential voter information with the nongovernmental entity only if the entity or its member jurisdictions agree to maintain confidentiality requirements of the providing state, and the entity must be controlled by participating jurisdictions, not the federal government, with withdrawal rights at any time.

Department of Public Safety must provide driver's license and identification card information to the Secretary of State for sharing with the nongovernmental entity, pursuant to a written agreement.

County registrars must remove voters from the Statewide Elections Management System who fail to respond to a confirmation notice, update registration information, or vote at least once during a four-year period that includes two general federal elections.

Confirmation notices must be sent by certified mail on a form prescribed by the Secretary of State and comply with the National Voter Registration Act of 1993; removed voter registration records must be retained for at least two federal general elections.
