Prohibits new municipal solid waste landfills within a five-mile radius of existing landfills in counties with two or more permitted landfills unless approved by local referendum election.

Exempts landfill expansions or replacements by current permit holders, and excludes rubbish disposal facilities, transfer stations, composting facilities, and waste tire processing sites from the referendum requirement.

Requires referendum approval when at least 20% or 1,500 qualified county electors (whichever is less) petition for an election on a proposed new landfill.

Sets 60% affirmative vote threshold among participating electors required to approve inclusion of new landfill in solid waste management plan and permitting.

Prohibits state agencies from issuing permits, grants, or loans for new municipal solid waste landfills in non-compliant locations and requires compliance with approved local solid waste management plans.
