Allows the court to appoint a commissioner to handle sale logistics, advertising, and disbursement of proceeds, with the commissioner not required to be a disinterested party

Establishes priority order for distributing sale proceeds: sheriff's fees, past due taxes, lien creditors, amounts owed to the landowner, and finally any remainder to the former owner

Provides good faith immunity from liability for landowners who follow the statutory procedures, and grants purchasers a temporary easement to remove the manufactured home from the property
