Removes the age restriction requiring a person to have been convicted before their 23rd birthday in order to expunge a misdemeanor conviction from municipal court records

Allows first-time offenders convicted of misdemeanors (excluding traffic violations) to utilize the expunction provisions under Section 99-19-71 regardless of their age at conviction

Maintains existing expunction requirements including demonstration of rehabilitation, good conduct for 2 years since last conviction, and showing that expunction serves the best interest of society

Expunction orders continue to not apply to confidential law enforcement records or driving records maintained under Title 63
