Expands Medicaid eligibility to include individuals under 65 years of age who are not pregnant, not enrolled in Medicare, and have income not exceeding 133% of the federal poverty level.

Eligible individuals under this new category receive benchmark coverage or benchmark equivalent coverage as defined under the federal Social Security Act.

The Division of Medicaid determines eligibility for individuals covered under this expansion.

The expansion is authorized under the federal Patient Protection and Affordable Care Act.

The act takes effect July 1, 2021.
