House Bill 983 Summary

• Allows qualified electors to register to vote and cast a ballot on election day at a designated location designated by county election commissioners.

• Requires applicants registering on election day to appear in person, declare under oath they have not previously voted, and present photo identification plus proof of residential address (such as a utility bill dated within 30 days of the election).

• Election day registration ballots must be clearly marked, placed in a special envelope with voter affirmation, and treated the same as absentee ballots for custody, control, and counting purposes.

• County election commissioners shall appoint and train additional poll managers at the election day registration location and send confirmation notices by first-class mail to all same-day registrants.

• Secretary of State authorized to promulgate rules and regulations for same day voter registration implementation; bill becomes effective July 1, 2021.
