Mississippi shall select five (5) commissioners and three (3) alternate commissioners to represent the state at an Article V Convention, with commissioners meeting the same qualifications required for state legislators and subject to certain eligibility restrictions including prohibition of U.S. Congress members and statewide elected officials.

Commissioners must take an oath to faithfully discharge duties, abide by legislative instructions, and act only within the scope of the Legislature's convention application, with authority to notify a Joint Legislative Committee of any violations.

The Legislature shall provide written instructions to commissioners by concurrent resolution specifying the scope of matters they may consider and vote on, including a requirement that each state exercises one (1) vote and that a simple majority of Mississippi's commissioners constitutes the state's single convention vote.

A Joint Legislative Committee composed of four Senate and four House members shall present recommended commissioner instructions to the Legislature, investigate unauthorized votes, and may recall commissioners for casting votes outside the scope of legislative instructions or the convention application.

Any vote cast by a commissioner outside the scope of legislative instructions or the Legislature's convention application is void and unauthorized, with the Legislature retaining authority to change Joint Legislative Committee actions or recall and replace commissioners by concurrent resolution.
