Declares Mississippi a "Bill of Rights Sanctuary State" to protect constitutional rights under the U.S. Constitution and Bill of Rights from infringement by state, federal, and local governments.

Prohibits state agents, departments, and officials from knowingly participating in enforcement of acts deemed unconstitutional regarding religious freedom, speech, assembly, press, petition, and Second Amendment rights.

Defines "unlawful acts" to include firearm taxes, registration or tracking of firearms or owners, confiscation orders, possession bans, and use of state funds for gun buyback programs.

Exempts persons convicted of felony crimes from Second Amendment protections and does not affect prosecution of crimes where firearm possession is an aggravating factor.

Declares all provisions severable and directs that copies be furnished to the Capitol Press Corps.
