Applies to Congress under Article V of the U.S. Constitution to call a convention of the states for proposing an amendment requiring the Supreme Court be composed of nine justices

Aggregates with other states' outstanding applications on Supreme Court composition and shall not be aggregated with applications on other subjects

Establishes that Congress has only ministerial authority to name time and place for the convention, with states exclusively controlling delegate selection and convention rules

Limits convention consideration exclusively to Supreme Court composition and prohibits any amendments affecting the Bill of Rights

Constitutes a continuing application until two-thirds of state legislatures submit similar applications, and supersedes all previous Mississippi applications on this subject
