Honors the memory of former Representative Nolan "Ray" R. Rogers of House District 61 (Rankin County), who passed away on December 18, 2020, after serving 36 consecutive years in the Mississippi House of Representatives.

Recognizes Rogers' extensive legislative service including chairmanship of the Military Affairs Committee for 20 years and his work on Ways and Means, Education, and other committees.

Acknowledges Rogers' community leadership and economic development achievements, including bringing Trustmark Park, the Mississippi Braves, Bass Pro Shops, and Outlets of Mississippi to Pearl, which created over 1,000 jobs.

Commemorates Rogers' role in securing $300 million in federal funding and $100 million in state funding to construct three Veterans Nursing Homes in Oxford, Collins, and Kosciusko.

Expresses the Legislature's sympathy to Rogers' survivors including his wife of 67 years Shirley Greer Rogers, three daughters, four grandchildren, and other family members.
