Proposes amending Section 140 of the Mississippi Constitution of 1890 to remove the requirement for a separate runoff election when no candidate receives a majority of votes for Governor and statewide offices

Enables the Legislature to enact an instant-runoff voting system as an alternative method to determine majority winners

Maintains the requirement that candidates must receive a majority of votes to win, but allows the Legislature to prescribe runoff procedures by general law rather than mandating a separate election

Would be submitted to voters for approval on the first Tuesday after the first Monday of November 2022

Applies to elections for Governor and all statewide elected officials held every four years beginning November 2023
