Urges the Mississippi Commission on Children's Justice to convene a study committee to recommend amendments to the definition of "neglected child" under Mississippi Youth Court Law to limit application to instances where parents intentionally or willfully fail to provide care.

Requests the study committee propose establishment of a "Hope Navigator Program" to connect families in need with resources and services that promote family preservation and prevent unnecessary child removal.

Directs the study committee to recommend changes to child welfare and child protection systems that align with state policy on family preservation and independence, and identify available federal and private funding sources including Title IV-E and Title XIX of the Social Security Act.

Specifies the study committee should include representatives from the Governor's Office, Department of Child Protection Services, Department of Health, Department of Mental Health, youth court judges, child advocacy organizations, law schools, and other relevant state agencies.

Requires the Commission on Children's Justice to submit findings and recommendations to the Speaker of the House and Lieutenant Governor by December 1, 2021, before the 2022 legislative session.
