Adopts permanent rules for the Mississippi House of Representatives for the 2020-2024 term, establishing procedures for the Speaker, Speaker Pro Tempore, and all legislative operations

Restructures standing committees by eliminating the Performance Based Budgeting Committee and Revenue and Expenditure General Bills Committee, while adjusting membership sizes for several committees including reducing Education from 31 to 27 members and Constitution from 15 to 9 members

Requires members not serving on Ways and Means or Appropriations committees to serve on at least four other committees, changing from a permissive "may serve" to a mandatory requirement

Establishes that regular floor proceedings shall be telecast via high-speed wireless internet, prohibiting members from using phones, cameras, or streaming devices to independently broadcast proceedings without Rules Committee approval

Sets Rules Committee and Management Committee composition based on congressional districts as constituted on January 1, 2020, with members serving four-year terms elected during the first calendar week of each 125-day regular session
