Extends sympathy to Boutte's family, including his wife Jennifer Mann-Boutte, children Jessica and Michael Jr., seven grandchildren, and extended family members

Recognizes Boutte's character as a dedicated public servant and hero who made the ultimate sacrifice to protect others
