Commends Emanuel F. "Dean" Barnes, Sr. for 43 years of service to Alcorn State University, retiring in June 2018.

Recognizes his career progression from residence hall director (starting April 1, 1975) through multiple leadership roles including Dean of Students and Vice President of Student Affairs.

Highlights his achievements as Director of Admissions and Recruiting, including enrollment growth and Alcorn becoming the only HBCU in Mississippi to achieve three consecutive years of minimum 10% other race enrollment, which secured additional Ayers funding.

Notes his service as "Voice of the Braves" public address announcer for over 30 years and his 2016 induction into the Southwestern Athletic Conference Hall of Fame.
