Brings forward Section 41-7-191 of the Mississippi Code of 1972, which prescribes activities requiring a health care certificate of need, effective July 1, 2021.

Requires certificates of need for new health care facilities, facility relocations, bed capacity changes, new health services, medical equipment acquisitions, and ownership changes, with specific exemptions listed.

Exempts critical access hospitals from replacement or relocation requirements, state-owned mental health facilities from construction requirements, and health care facilities damaged in natural disasters (after April 15, 2014) from certificate of need processes for repairs within five years.

Authorizes the State Department of Health to issue certificates of need for nursing facilities and psychiatric residential treatment facilities in specified counties, subject to conditions including Medicaid participation restrictions and bed limits.

Establishes exemptions for university medical centers, veterans homes, swing-bed programs, and facilities providing specialized services such as cancer centers and clinical research units.
