Creates the State Board of Examiners for Audiology and Speech-Language Pathology, a 7-member board (3 speech-language pathologists, 2 audiologists, 1 public member, 1 physician) to replace the State Board of Health as the licensing authority for these professions

Transfers all licensing and regulatory authority for speech-language pathologists and audiologists from the Mississippi State Board of Health to the new independent board, effective July 1, 2021

Renames "speech-language pathology aides" and "audiology aides" to "speech-language pathology assistants" and "audiology assistants" throughout state code

Establishes the Audiology and Speech-Language Pathology Licensing Fund in the State Treasury to receive all fees collected by the board, with civil penalties deposited into the State General Fund

Requires anyone seeking a teacher license to work as an audiologist, audiology assistant, speech-language pathologist, or speech-language pathology assistant in Mississippi public schools to first obtain a professional license from the new board
