Requires the Secretary of State to compare the Statewide Elections Management System (SEMS) with state identification databases and enter into memoranda of understanding with federal and state agencies to identify non-U.S. citizens registered to vote.

Directs county registrars to notify registered voters flagged by SEMS as potentially non-citizens and require them to submit proof of citizenship within 30 days of notice.

Establishes acceptable proof of citizenship documents including birth certificates, U.S. passports, naturalization documentation, and documents meeting federal Immigration Reform and Control Act standards.

Authorizes county registrars to remove voters from SEMS who fail to provide citizenship proof within 30 days, with an appeal process available through the county Board of Election Commissioners.

Requires all citizenship documentation and relevant agency records to be kept confidential and directs the Secretary of State to adopt implementing rules and regulations by July 1, 2021.
